On Slashers I think this is perfectly normal. I'm pretty sure I've seen similar things before on mine in the past, especially, and if not more so when using the Minmatar Interceptors which are based on the Slasher.

How old is the account/character? The character info on the Test server is about 2 weeks or so behind Tranquility IIRC, so you need to wait at least that long before you'll appear valid to the Test server.
